3.45 Student Possession, Use or Distribution of Alcohol, and Illegal Drugs
Possession, use, administration, distribution, sale, conspiracy to sell or possess or being in the chain of sale or distribution, or being under the influence of alcoholic beverages and/or controlled substances is illegal and will not be tolerated at Jenks Public Schools or at any school-related functions. Law enforcement agencies, parents, and/or guardians will be notified. Drug offenses occurring during the seventh and eighth grades shall be cumulative for the duration of the student’s middle school career. Drug offenses occurring in grades nine through twelve (9-12) shall be cumulative throughout the student’s high school career. Students in violation of this policy will receive suspension as follows:
Use, Possession, or Purchase
Any student purchasing or exhibiting evidence of use, possession, or purchase of a controlled or illegal drug, counterfeit or imitation drug, barbiturate, inhalant, alcoholic or low-point beer, or any other abusable chemical substance or related paraphernalia will have two disciplinary options to consider for a first offense as outlined below.
First Offense
A student will receive ten (10) days of off-campus suspension, followed by twenty-five (25) days of In-House Intervention, which may be reduced by fifteen (15) days pending participation in the Student Assistance Program. Five (5) days will be reduced for professional drug/alcohol evaluation/assessment and an additional ten (10) days will be reduced for attending four (4) outpatient counseling sessions when recommended by the provider conducting the drug/alcohol assessment. If the provider recommends substance abuse education, the student may satisfy this requirement by completing a substance abuse prevention education course offered through Jenks Public Schools. The student or his/her parent(s)/guardian(s) must make arrangements to reduce the twenty-five (25) days of in-house intervention no more than five (5) days from the first day of attending in-house. Otherwise, the full twenty-five (25) days will be required.
Discipline may be reduced if a student in violation of this policy chooses to participate in Trojans Helping Restore Important Values while Educating (THRIVE). Student participation is contingent on full agreement by the student and parent/guardian to adhere to the program’s requirements, including on-campus drug testing. Students will receive five (5) days off-campus suspension, followed by five (5) days of in-house intervention that includes a drug/alcohol assessment, therapeutic counseling, and substance abuse prevention education curriculum, as well as addressing existing academic responsibilities. A student may be referred to an outside agency for either a more comprehensive drug/alcohol assessment or for more significant support. While the intent is for a student to transition back to classes (in-person learning) after five (5) days of out-of-school suspension and five (5) days of in-house intervention, there may be circumstances determined through the drug test(s), the drug/alcohol assessment, or disciplinary investigation that warrant more therapeutic support, and/or the student transitioning to virtual classes for the semester or beyond.
Participation in THRIVE is contingent on full agreement by the student and parent(s)/guardian(s) to adhere to the program’s requirements, including on-campus drug testing. A student will complete a minimum of five (5) THRIVE counseling/substance abuse education sessions within the five (5) in-house intervention days. Failure to complete the substance abuse prevention education within the five (5) in-house intervention days will result in the extension of the in-house intervention until requirements are complete.
Participation is voluntary and parent(s)/guardian(s) permission is required. If the parent(s)/guardian(s) and student do not choose to fully participate in the assigned substance abuse prevention education requirements outlined in the THRIVE program, the student will be immediately removed from the THRIVE program and must serve the full twenty-five (25) days of in-house intervention.
Restrictions for Parking and Extra-Curricular Participation
High school students only – A student disciplined for violation of this policy will lose his/her parking decal and parking privileges during the time of out-of-school suspension and in-house intervention. Parking privileges will be reinstated upon completion of discipline requirements.
Any student with a first-offense violation of this policy will be suspended from participation in all extracurricular activities (including meetings, practices, performances, games, and competitions) during the time of out-of-school suspension and in-house intervention. The District Student Athlete Contract and Extracurricular Activity Agreements are supplemental to this policy and should be reviewed for additional consequences.
Second and Subsequent Offenses
A student will complete ninety (90) days off-campus suspensions, which may be reduced to sixty (60) school days pending participation in weekly drug/alcohol outpatient services beginning within two weeks of the suspension and the production of a monthly, negative screen for alcohol and drugs. The student must produce a clean drug screen administered by a professional drug testing lab, as well as documentation from the outpatient counseling provider that the student has been in attendance at weekly sessions during the duration of the suspension, in order to re-enter school at the sixty (60) day mark.
In some cases, students may be offered the option of an online alternative program. The suspension will be reduced to ten (10) days, during which time the student will be required to complete and/or initiate any requisite screenings, assessments, contacts or other actions as determined by the appropriate administrator. After ten (10) school days, if documentation is produced by the student indicating that the required actions have been completed, the student will be enrolled in the online educational program.

Selling or Distributing
Any student found guilty of selling or distributing a controlled or illegal drug, counterfeit or imitation drug, barbiturate, inhalant, alcoholic or low-point beer, or any other abusable chemical substance or related paraphernalia will be suspended as follows:
A student will receive ninety (90) days of suspension, not to exceed the remainder of the current and following semester for a second or subsequent offense that involves selling or distributing. In some cases, students may be offered the option of an online alternative program. The suspension will be reduced to ten (10) days, during which time the student will be required to complete and/or initiate any requisite screenings, assessments, contacts, or other actions as determined by the appropriate administrator. After ten (10) school days, if documentation is produced by the student indicating that the required actions have been completed, the student will be enrolled in the online educational program.

Definitions related to drugs and alcohol:
“School-related functions” include, but are not limited to, activities taking place before school, during the regular school day, after school, weekends and at any other school where Jenks students are participating in an activity.
“Low-point beer” means and includes beverages containing more than one-half (1/2) of one (1) percent alcohol by volume, and not more than three and two-tenths (3.2) percent alcohol by weight.
“Alcoholic beverage” means alcohol spirits, beer, and wine as those terms are defined herein and also includes every liquid or solid, patented or not, containing alcohol, spirits, wine, or beer and capable of being consumed as a beverage by human beings. “Abusable chemical” means drug, substance, or immediate precursor, included in but not limited to:
opiates, including their isomers, esters, ethers, salts, and salts of isomers, esters and ethers;
any opium derivatives, their salts, isomers and salts of isomers;
any material, compound, mixture, or preparation which contains any quantity of any substance having a potential for abuse associated with a depressant or stimulant effect on the central nervous system.
