State and Federal Requirements
All schools must now meet rigorous state and federal accountability requirements. Requirements for the State of Oklahoma are called the Academic Performance Index (API). The seven indicators are divided into three components as follows:
- Oklahoma School Testing Program (OSTP) - uses reading/language arts and math results from state-mandated tests administered in grades 3-8 and high school End-of-Instruction (EOI) tests.
- School Completion - includes attendance, drop-out, and graduation rates.
- Academic Excellence - ACT scores and percent of students participating, Advanced Placement (AP) credit and college remediation rates in reading and math.
The federal requirements are called Adequate Yearly Progress (AYP), and under Elementary Secondary Education Act (ESEA), focus on four indicators of education success:
- Math achievement
- Reading/language arts achievement
- Student participation in testing
- Student attendance rates or graduation rates
For each indicator, a specific statewide performance target was established. According to the NCLB, AYP is an "all-or-nothing" determination. In other words, the schools and the district must meet all targets for all measurable student groups in order to meet AYP.
